Monitoring The Fairness, Integrity and Reliability Of North Carolina's
Skilled Trades and Professional Licensing Examination Practices

Association, Inc. The  North Carolina State Bar Watch Association  is petitioning the
North Carolina General Assembly to sponsor legislation that would require all Skilled
Trades and Professional licensing examinations administered by state agencies to
comply with Title VII employment testing standards. Under Title VII, state agencies
would be required to demonstrate that their employment or licensing examinations were
job-related and a business necessity. In addition to meeting Title VII employment testing
standards, because of the "High Stakes" nature of many of the state's Skilled Trades
and Professional licensing/employment examinations, state agencies would be required
to record, and make available for public inspection,  any measures they implemented to
ensure the Content, Construction and Empirical validation of their licensing/employment
examinations. Without standards and oversight, history has shown time and again, that
such "High Stakes" testing has been intentionally manipulated and abused by state
government agencies to bar the entry of women and minorities into skilled trades and
professions.
